James M. Harter joined The Newhall Land and Farming Co. in 1992 as a senior vice president in community development. He was named executive vice president of Newhall Land's Newhall Ranch Co., then a separate corporate entity for the company's Newhall Ranch development west of Interstate 5.

In his capacity as the first "head" of Newhall Ranch, Harter was responsible for shepherding the development project through the approval process. His duties included the management of project planning, personnel, community relations, operations and administration. At the time he lived in Valencia with his wife, Andrea.

Prior to Newhall Land, Harter was a director at Rancon Financial Services, where his responsibilities included planning a 1,300-acre, 4,500-unit community.

Harter retired at an early age in 1999 and was succeeded on or about July 23, 1999, by Steven D. Zimmer.
