MEETING OF THE EMERGENCY SERVICES
January 18, 1994
2:30 p.m.
The City Manager met with the emergency services representatives from the fire, sheriff, highway
patrol, water, gas and Edison companies.
The following was discussed and/or updated:
Water - Santa Clarita Water company are encouraging residents to boil their water before using,
if they have water. Crews are coming in from other cities and areas to help. Water pressure
dropped and other breakage occurred with the after-shocks. Bouquet/Seco Cyn. areas are being
activated. Leaks are being fixed as they arise and wells are being taken care of. Once the
system is leak proofed, then they will chlorinate and bacteria test.
Castaic Lake Water Agency - tremendous lakes. They shut off main line. Have four major leaks
in the 54" concrete cylinder pipe. One between the dame and the water treatment plant on the
west side of the afterbay; Rye Canyon has three leaks. Hasley CanyonNal Verde area has no
water.
Valencia Water Company - water affected west of 1-5, Sunset Point, Stevenson Ranch. These
areas do not have water at this time. Lost two tanks and a third tank may hold water. Storage
is damaged. Repairing tanks and. once that is complete, water pressure will be up. The Larwin
tank in Sunset Pointe has been destroyed. Half of customers are out of water in the Valencia
Water area.
Newhall Water Company - Pinetree and Castaic are back on line. Newhall system damaged to
several tanks which caused them to lose water. Well pumps put on line starting 11 :30 this
morning. As soon as base system leaks are corrected, base zone will be under control and the
remainder in 3 to 4 days.
Drinking water is being brought in from the County-50,000 2 liter bottles; a truck was sent to
Bakersfield to pick up water and juices. Asst. City Mgr. asked the fire dept. to get a 15,000 gal.
truck to Canyon Country Park. Castaic to supply plastic water bottles. Fire dept. to bring tanker
to Canyon Country Park and we need someone to fill plastic water bottles to distribute to people.
The 50,000 bottles will be brought to the corporation yard and the EOC for distribution to shelters.
City to arrange for pickup to CLWA. Fire department concerned about fire flow, dry weather, lack
of water.
Transportation - City Manager requested CHP to discourage people from traveling Sierra Hwy.
and to work with Metrolink on the transportation. City does not want gridlock and would like
people to travel 135 going east. CHP Captain Greg Augustus reported that 15 is closed and 138
is the only way in and out. Access out of Santa Clarita is difficult. Information to use other routes
is being disseminated. The Old Road near Gavin Canyon is open; freeway on both sides is gone.
The Old Road will be closed for about a week while the remainder of the damaged freeway is
being removed. South 14 and south 5 truck lanes are open. San Fernando Rd. being used now.
Caltrans is working to open the Old Road as soon as possible (7 days, approx.) 15 will be long
term delay. City Manager asked is we could encourage people to use buses through a staging
center at College of the Canyons, would the CHP give them priority or escort the buses.
