          tion"  Robert  E.  G.  Harris,  editorial  writer of  the  Los  Angeles Times  says,

          for  all  is our  most  immediately profitable  investment ... demands of our
          free enterprise system require regular upgrading in all levels of human en-
          deavor  .  .  Education  in a  democracy  is  the people's-business!"
