               3.      PROJECT IMPACTS


                   a.  Thresholds of Significance


                       For this analysis, impacts on recreational facilities and parks are considered significant if:


                        •  The proposed project would  not provide adequate park space and recreation
                            facilities as determined by the park space and/or “in-lieu” fee requirements of the
                            Los Angeles County Code (LACC);


                        •  The project would result in a substantial decrease in the existing local park space to
                            population ratio;


                        •  The project would conflict with local park and recreation policies or objectives;

                        •  The project would physically interfere or conflict with existing parks and recreation
                            facilities;
