Project Consistency with Los Angeles County General Plan Policies
General Plan Policy Analysis of Project Consistency
Policy 1: Require that new developments in non- Consistent. The project would be located adjacent to existing
urban areas have adequate accessibility to paved development and would connect to existing infrastructure. In

adequate on-site circulation and access and connections with
the surrounding roadways. The project would provide
adequate utility infrastructure and road access as further

Policy 14: Assure that new development is Consistent. The project would concentrate development
compatible with the natural and manmade within the southern portion of the project site via a density
environment by implementing appropriate transfer. This would allow the northern portion of the project
locational controls and high quality design site to remain as open space, thus preserving portions of the
standards. site that are being proposed by the County as a major portion
of a Significant Ecological Area, and reducing potential
impacts on hillsides. Additionally, project implementation
would be guided by development and design standards and
would be subject to County review and approval. The
project’s compatibility with surrounding environment is
discussed further below.
Policy 15: Protect the character of residential Consistent. The project would locate residential uses adjacent
neighborhoods by preventing the intrusion of to existing residential development. Therefore, the project
incompatible uses that would cause environmental would not introduce incompatible uses that would disrupt
degradation such as excessive noise, noxious fumes, existing neighborhoods. While the project would have
glare, shadowing and traffic. impacts associated with noise, air quality, and traffic, these
impacts would not meaningfully change the character of
residential neighborhoods. Noise, air, light, and traffic are
analyzed in Sections 4.G, Noise; 4.H, Air Quality; 4.E, Visual
Qualities; and 4.F, Traffic/Circulation, respectively, of this
EIR.
Policy 17: Establish and implement regulatory Consistent. As discussed above, the project would involve a
controls that ensure compatibility of development density transfer that would allow the northern portion of the

recreation areas including National Forests, the area of open space leading up to the Angeles National Forest.
