Zone Change 19-001: Jobs Creation Overlay Zone.


The Santa Clarita City Council adopted new zoning July 9, 2019, that allows 5-story office and industrial buildings (minimum 3 stories) in designated parts of the city without a conditional use permit.

The designated areas are the Valencia Town Center, Valencia Industrial Center, Saugus Speedway, Centre Pointe, Needham Ranch (including Pine Street), Tourney Road, Rye Canyon/Southern California Innovation Park (formerly Lockheed and Mann Biomedical Park), and portions of Sierra Highway.

The new "Jobs Creation Overlay Zone" is intended "to incentivize qualifying office and industrial development projects that maximize employment opportunities and attract businesses within the city's key sectors for business attraction." Among the city's goals as stated in its 2011 General Plan are to create two jobs for every one new housing unit (a 2:1 jobs-housing balance) and to attract businesses and corporate headquarters in the film and television, biomedical, technology and aerospace sectors. The city would offer "streamlined permitting and design incentives for qualifying projects within the eight areas of the zone.
