L.A. County Replaces Columbus Day with Indigenous Peoples Day

TITLE: Recommendation as submitted by Supervisors Solis and Kuehl: Designate October 12th of each year, as "Italian American Heritage Day" in the County of Los Angeles, to recognize the contributions of Italian Americans to the history and culture of Los Angeles; create "Indigenous Peoples Day" as an official County holiday to be observed on the second Monday of each October and to be recognized no later than the 2019 calendar year; direct County Counsel to create an ordinance to remove all references to "Columbus Day" as an official County holiday and recognize "Indigenous Peoples Day" instead; instruct all Department Heads, upon passage of the ordinance, to include recognition and observance of "Indigenous Peoples Day" on all relevant County documents including, but not limited to, calendars, schedules and administrative materials; and send a five-signature letter to the Los Angeles Unified School District Board of Education (LAUSD Board) subsequent to official Board action, indicating that the County will now recognize "Indigenous Peoples Day" on the second Monday of each October and urge the LAUSD Board to consider taking a similar action. Native Americans are descendants of the aboriginal, indigenous, native people who were the original inhabitants of this continent. One way to recognize the enormous historical contributions of Native American heritage and Indigenous People is through celebrations of culture, recognition of traditions, and the continued support of artistic self-expression.

The County of Los Angeles has a rich and unique history and diversity represented within the indigenous population residing here.

As declared by the presidential proclamation of 2015, Native Americans and their traditions inspire the ideals of self-governance and determination that are the framework of our Nation. There are significant contributions by Native Americans including agriculture, medicine, self-governance, music, language and art. In addition, there are globally recognized inventors, scholars, and spiritual leaders.

Thus, it is fitting that the County of Los Angeles honor the historic contributions of indigenous, aboriginal and native peoples by establishing the Indigenous Peoples Day as a legal County holiday.

WE, THEREFORE, MOVE THAT THE BOARD OF SUPERVISORS:

1. Designate October 12th of each year, as Italian American Heritage Day in the County of Los Angeles, to recognize the contributions of Italian Americans to the history and culture of Los Angeles.

2. Create Indigenous Peoples Day as an official County holiday, to be observed on the second Monday of each October, and to be recognized no later than the 2019 calendar year.

3. Direct County Counsel to create an ordinance to remove all references to Columbus Day as an official County holiday and recognize Indigenous Peoples Day instead.

4. Direct Department Heads, upon passage of the ordinance, to include recognition and observance of Indigenous Peoples Day on all relevant County documents including, but not limited to, calendars, schedules, and administrative materials.

5. Send a 5-signature letter to the Los Angeles Unified School District Board of Education (LAUSD Board), subsequent to official Board action, indicating that the County will now recognize Indigenous Peoples day on the second Monday of each October, and urge the LAUSD Board to consider taking a similar action.
