                          A ll  high  school  p u p ils  have  bus  tra n s p o rta tio n   to   the


                 San  Fernando  High  School,  a   Los  Angeles  C ity   High  School,  and

                 sin ce  they  are  req u ired   to   leave  home  q u ite  e a rly   e$ch  morn­

                 ing  to   a tte n d   school,  many  p atro n s  have  expressed  a   d e s ire   to

                 have  a   sm all  high  school  lo c a te d   w ith in   th e  a re a   o f  th ese  s ix

                 elem entary  d i s t r i c t s .  The  Los  Angeles  C ity  school  a u th o ritie s

                 do  not  approve  of  th is   u n til  th e   number  of  high  school  p u p ils

                 liv in g   in   these  d i s t r i c t s   g re a tly   in c re a se s.

                           Since  th ese  d i s t r i c t s   a re   in   common  to   th e   ex ten t  o f  be­

                 in g   independent  in   th e  elem entary  f ie ld   and  a  p a rt  of  th e  Los

                 Angeles  C ity  High  School  D is tr ic t,  i t   seems  ap p ro p riate  to

                 make  a  ra th e r  comprehensive  survey  o f  them  a l l .               Any  scheme


                 o f  re o rg an izatio n   would  e ffe c t  them  a l l   in   th e ir  high  school
                 problem  and  p o ssib ly   to   a  more  or  le s s   e x te n t  in   th e  elem ent­


                 a ry   f ie ld .

                           In   making  th is   survey  th e  w rite r  has  attem pted  to   b rin g

                 out  a   few  fa c ts   en lig h ten in g   th e  p atro n s  of  th ese  d i s t r i c t s

                 a s  to   th e   a d v is a b ility   of  e sta b lish in g   a  high  school  in   New­

                 h a ll  or  v ic in ity   in   th e  n ear  fu tu re   or  when  the  population

                 in cre ases  very  g re a tly .  Among  the  q uestion s  he  has  attem p t­

                 ed  to   answer  are  th e  follow ing:

                             1.                C onsidering  th e  ra th e r  slow  growth  o f  th ese  com­

                 m u n ities,  a t   about  what  tim e  in   th e  fu tu re   could  Newhall  or

                 v ic in ity   expect  to  have  a  high  school,  i f   th e  r e s u lts   of  the


                 survey  should  not  w arrant  one  in   the  near  fu tu re ?
