                The  50-year  Operating  Agreement allows  either party the  right  of termination  on  one
                years notice to the other party.


                County Counsel has approved the contract and resolution as to form.

                ENVIRONMENTAL DOCUMENTATION


                The  proposed  Operating  Agreement  is  categorically  exempt  from  the  California
                Environmental  Quality  Act  (CEQA)  in  accordance  with  Section  15301  of  the  State
                CEQA Guidelines  and  Class  1 of the  Environmental  Document Reporting  Procedures
                and  Guidelines,  adopted  by  your  Board  on  November  17,  1987  because  the  project
                consists operation and licensing of an existing facility.

                CONTRACTING PROCESS

                On  November  1,  1949,  the  Board  of  Supervisors  approved  a  50-year  Operating
                Agreement with  the  State  of California for Placerita  Canyon  State  Park.  On  June 22,
                1956, the California State Park Commission, with the approval of the Board, terminated
                the  50-year Operating Agreement and  replaced  it with a 25-year Operating Agreement
                commencing on the first day of July 1956.


                On  July  1,  1981,  your  Honorable  Board  approved  a  five-year  Operating  Agreement
                which terminated  on  June 30,  1986.  Since that time the park has been operating on  a
                month-to-month lease.


                IMPACT ON CURRENT SERVICES (OR PROJECTS)

                Placerita  Canyon  State  Park  serves  visitors  from  its  surrounding  communities.  The
                approval of the Operating Agreement will  allow the County of Los Angeles Department
                of Parks and  Recreation to provide recreational area and programming opportunities for
                the  enjoyment  of park  visitors.  The  proposed  Operating  Agreement  will  not  have  a
                negative impact on current park services or projects.
