RESOLUTION APPROVING THE OPERATING AGREEMENT
                                   BETWEEN THE STATE OF CALIFORNIA AND
                                       THE COUNTY OF LOS ANGELES FOR
                                         PLACERITA CANYON STATE PARK



                     WHEREAS, pursuant to the provisions of Article 2 of Chapter 1.2 of Division  5

              (commencing  with  Section  5080.30)  of  the  Public  Resources  Code  of the  State  of
              California, the State may enter into contracts with political subdivisions of the  State of

              California for the care, maintenance, administration, and control, for the purpose of the
              State Park System; and of lands under the jurisdiction of State; and



                     WHEREAS,  the  State  of  California  (State)  and  the  County  of  Los  Angeles

              (County)  have  entered  into  a  prior  Operating  Agreement  for  the  operation  and

              maintenance of Placerita Canyon State Park by the County; and



                     WHEREAS, said  agreement expired  on  June  30,  1986 and  since this time the
              park has been operating on a monthly lease; and



                     WHEREAS,  the  State  of  California  Department  of  Parks  and  Recreation  is

              committed  to  working  with  local  governments  for  acquiring  and  developing  facilities

              within urban areas to meet urban recreation needs; and



                     WHEREAS, in the 2004 Budget Act, the California Legislature approved an  item

              allowing  the  California  Department  of  Parks  and  Recreation  to  enter  into  a  50-year
              Operating Agreement with  the  County for the  operation and  maintenance of Placerita

              Canyon State Park; and



                     WHEREAS, the County will not be charged a fee by the State for the operation of
              Placerita Canyon State Park.
